Mevlut “Hilmi” Cinar, a prominent figure in the Turkish community, is known for his displays of wealth and success. A quick search of “mevlut hilmi cinar” on Google will pull up links to a LinkedIn profile where you’ll find a polished suit-wearer self described as the “Founder and CEO of a diversified holding company with a strong presence in investments, real estate, and retail,” called Maestro Corporate Group. But then you’ll also find articles and media links connecting him to high levels of an organization where the honorary president was Fethullah Gulen.
On Instagram, you’ll find him showing off his coffee shop Chiqueolatte in Logan Square, or posing from his graduation from Harvard. Occasionally, you’ll find his wife, Ayse Arsalan-Cinar, daughter of Mehmet Ihsan Arslan and bother of Mucahit Arslan, both high level members in Turkish politics.
In the Turkish community, Mevlut “Hilmi” Cinar is known for his displays of wealth and success. Yet, his actions reveal a stark contrast between his public image and financial reality. Despite being apparently well-equipped financially, he failed to pay contractors causing a ripple of distress.
Contractors and people that claim to know Hilmi say he’s borrowed or raised “millions of dollars” in investments and loans from member of the Turkish community, financial institutions, and even The United States SBA. However, questions are raised about whether or not construction loan proceeds meant to pay the complaining contractors were diverted, possibly in violation of 18 U.S.C. § 1344, a federal law against bank fraud. This potential breach of federal law underscores the severity of his actions and the need for accountability.
Exposing “Hilmi”
What Happened?
In 2019, Maestro Real Estate and Development, LLC hired contractors to build 2 new single family homes for the purpose of selling them. The project was financed though loans which included Guarantors, Mevlut Hilmi Cinar and his wife Ayse Arsalan-Cinar. View Mortgage 1, View Mortgage 2
When the COVID-19 pandemic struck, it exposed significant financial issues faced by Hilmi’s companies. Instead of adhering to the agreed payment terms, it appears that Hilmi’s entities diverted construction loan funds to cover other financial losses or commitments, leaving contractors and vendors unpaid despite their hard work.
The situation worsened when the homes were sold. Escrow funds of $250,000, promised to pay the outstanding balances, were withheld under false pretenses. Despite the contractor’s assistance in securing the release of $200,000 of those funds, Hilmi’s attitude shifted dramatically. Accusations of accounting errors—later proven to be the fault of his accountant, Ali Kurtan—were levied against the contractor.
Eventually, Hilmi took the $200,000 in funds without honoring his payment commitments or even making partial payment to the contractors. He then claimed financial distress and began using that claim of distress and inability to pay. At one point, Mevlut Hilmi Cinar offered $30,000 as settlement of the contractors outstanding invoices exceeding $265,000.
